Decentralization implies the transfer of powers and responsibilities from the central government to subnational entities, such as regional or local governments. Specifically in the field of environmental management, decentralization has enabled subnational entities to play a more active role in promoting policies aimed at preserving and conserving the environment, which contributes to the sustainable development of the country. Thus, this research proposes to analyze the mechanisms used by the departments as decentralized entities in Colombia to gain control over the environmental agenda in their territory. To achieve this objective, a methodology of qualitative, documentary approach is used, and the technique of tracking causal processes or "process tracing" is used, and a model that facilitates the identification and understanding of the various formal and informal sources of competences. and influence that contribute to the control of the environmental agenda by the departments. In terms of results, the analysis through process tracking allows us to establish that, although there may be isolated cases of autonomous actions and the use of informal skills, in general, the departments in Colombia depend to a great extent on interinstitutional alliances and Corporations. Autonomous Regional Authorities (CAR) for the formulation of environmental policies, that is, from formal sources. In conclusion, from the analysis of the model, it is evident that the departments have a limited role in environmental management, and that important changes in public policies and environmental management plans are achieved through inter-institutional and collaborative processes.
