Simulation of the collective action mechanism for the regulation of catfish as a common resource ; Simulación del mecanismo de Autogestión Comunitaria para la regulación del bagre como recurso de uso común

Natural resources are characterized by being common resources and therefore are goods that can be used by many people. However, this open access generates problems of use, which leads to the necessity for their regulation. This paper attempts to evaluate systemically the problem described by the formulation of a set of dynamic hypotheses that represent the behavior surrounding the common. These hypotheses seek to explain the way in which in a country like Colombia these resources are exploited indiscriminately, specifically catfish, and the way in which collective actions at different levels affect this exploitation. To explain this situation, a System Dynamics model for the Self-management mechanism is elaborated in two different levels of complexity: general level and specific level and the results are evaluated by the construction of two scenarios that allow an evaluation if the theory of regulation is in line with the results obtained.Keywords: Predation, common, collective actions, tragedy of the common, System dynamics, Simulation. ; Los recursos naturales se caracterizan por ser recursos comunes, por lo tanto, son bienes que pueden ser utilizados por una gran cantidad de personas. Sin embargo, este acceso abierto, genera problemas de uso, lo cual conlleva a la necesidad de definir una regulación de los mismos. En este artículo, se busca evaluar sistémicamente el problema descrito mediante la formulación de un conjunto de hipótesis dinámicas que representen el comportamiento en torno al recurso común. Con estas hipótesis se busca explicar la forma en la cual en un país como Colombia, se explotan de manera indiscriminada estos recursos, específicamente el bagre, y la forma en la que la autogestión comunitaria a diferentes niveles, afecta esta explotación.
